A Belfast court ruled on Wednesday that a new British law granting people immunity from prosecution for crimes committed during Northern Ireland’s bloody sectarian conflict — known as the Troubles — would be a breach of human rights. The British government introduced the legislation, known as the Legacy Act, last year, aiming to “promote reconciliation” in the region, despite opposition from every political party there. Crucially, the law also includes provisions for conditional amnesty for people suspected of crimes committed during the Troubles, including serious offenses. Wednesday’s decision, by the High Court in Belfast, was the result of a judicial review that it carried out after victims and families affected by the Troubles brought the issue to the court. Judge Adrian Colton, who delivered the ruling, said he believed that granting immunity from prosecution under the act would breach the European Convention on Human Rights.

Charles’ diagnosis, on a basic human level, should merit all of our sympathy — which, after all, is an unlimited resource. SEOUL, South Korea (AP) — North Korea said Thursday it conducted its first flight test of a new cruise missile, as it expands its military capabilities in the face of deepening tensions with the United States and neighbors. North Korea’s cruise missiles are among its growing arsenal of weapons aimed at overwhelming missile defenses in South Korea and Japan. Since 2021, North Korea has conducted at least 10 rounds of tests of what it described as long-range cruise missiles fired from both land and sea. There are concerns that Kim could dial up pressure in an election year in the United States and South Korea. He accused South Korea of acting as “top-class stooges” of the Americans and repeated a threat that he would use his nukes to annihilate the South if provoked.

The Ely Shoshone, Duckwater Shoshone, and the Confederated Tribes of the Goshute Reservation — a coalition representing about 1,500 enrolled tribal members — are lobbying the federal government to designate nearly 40 square miles (100 square kilometers) as Bahsahwahbee National Monument. He testified in a multi-decade legal battle alongside ranchers, local officials and environmental groups who all opposed the project by the Southern Nevada Water Authority. Protecting water for sacred trees is not something the agency had previously done, Sullivan said. Even if the land becomes a national monument, the water beneath Bahsahwahbee would remain under the state’s jurisdiction. The Southern Nevada Water Authority supports a monument designation that allows for the continuation of existing ranching and agricultural activities, said Bronson Mack, water authority spokesman.
